POSITION DESCRIPTION

This position is located at Marine Barracks Washington in Washington, D.C. The candidate will work on-site to provide technical and analytical support to conduct manpower and financial assessments across military and civilian operations. The position supports current and future operations, logistics management, personnel training, and facility/base management. The analyst will serve as a core team member in planning, executing, and reporting assessment activities, ensuring accurate data analysis, process modeling and actionable recommendations that enhance operational efficiency.


Essential Duties and Responsibilities include but are not limited to:

  • Conduct pre-assessment preparation, including review of baseline packages (e.g., mission statements, organizational structures, staffing levels, workload data) and development of business process models to identify workload drivers.
  • Participate in on-site assessments to collect, validate, and analyze manpower, workload, and organizational data; conduct interviews with functional staff; and apply recognized organizational development methodologies to validate functions, mission statements, and staffing requirements.
  • Perform in-depth data analysis and modeling, including statistical testing of workload drivers against functional man-hours, developing comparative scenarios, and producing manpower requirement models to support recommendations.
  • Prepare draft and final manpower and financial assessment reports in Government-prescribed formats, incorporating findings, recommendations, and implementation guidance; ensure all supporting technical information, working papers, and data are included.
  • Develop and deliver oral briefings, out-briefs, and exit briefings to senior leadership, including the Commanding Officer, Adjutant, Operations Officer, and other stakeholders, to present and defend analytical findings and models.
  • Support post-visit analysis and reporting, including the finalization of workload data, development of statistical models, and refinement of organizational structures and process flow charts to enhance efficiency.
  • Submit required recurring reports, including monthly, semi-annual, and annual progress reports, documenting completed work and endorsed by the Task Monitor, in accordance with established timelines.
  • Provide electronic deliverables in Marine Corps–approved formats (Microsoft Word, Excel, PowerPoint) and ensure compliance with all applicable DoD and Marine Corps IT standards.
  • Serve as a key member of the assessment team, coordinating with Marine Barracks Washington functional staff and other designated Marine Corps entities (e.g., Field Marine Corps Bands), ensuring all deliverables are accurate, timely, and actionable.

Required Skills and Experience:

  • Must be a U.S. citizen.
  • Strong knowledge of manpower management concepts, practices, and methodologies.
  • Minimum 5 years of experience in manpower studies, organizational analysis, financial modeling, or related analytical roles.
  • Strong data analysis, process modeling, and report preparation skills.
  • Ability to collect, analyze, and validate quantitative and qualitative data, apply statistical and modeling techniques, and formulate recommendations that support manpower and resource decision-making.
  • Ability to interpret rules, regulations, and staffing requirements.
  • Proficiency with DoD and Marine Corps–approved Microsoft Office 365 applications, including Teams, Word, Excel, and PowerPoint, with the ability to produce reports, spreadsheets, presentations, and collaborative documents in compliance with Government standards.
  • Excellent written and verbal communication skills, with ability to brief and defend models to senior stakeholders.
  • Strong organizational and analytical thinking skills with attention to detail.
  • Ability to work both independently and collaboratively in high-demand environments.
  • Independent interest in the use of emergent technologies, tools, processes, and professional development.
  • Ability to travel if required.

Required Education:

  • Bachelor’s degree in Business, Data Analytics, Public Administration, Industrial/Organizational Psychology, or related field (Master’s preferred).
  • Prior experience with Department of Defense (DoD), Marine Corps, or military manpower and financial systems is highly desirable.

Working Environment:

Work will be conducted primarily on-site at Marine Barracks Washington; some coordination with other commands (e.g., Marine Corps Field Bands) is required.

Travel in the NCR, up to 50 miles may be necessary.
